The International Center of Payam- e Noor University was established on September 18, 2006, with the aim of expanding and facilitating higher education for Iranian students residing abroad and non- Iranian students. This center initiated its activities to recruit students with an official license from the Ministry of Science, Research, and Technology. The center currently accepts international students at its branches in North Tehran, West Tehran, South Tehran and the center of Rey City at undergraduate and graduate levels in all fields except those prohibited for non-Iranian citizens.

Educational System
The educational system of the International Center of Payam- e Noor University includes three main methods: in- person, blended, and distance learning.
Through method of In- person, Students attend in- person classes. In blended method, theoretical courses are delivered electronically and practical courses are offered at university centers. In Distance Learning method, the courses are conducted virtually and online.
